Construction Project Manager - NYCHA Projects

Position Overview
We are seeking an experienced and highly organized Project Manager to lead and oversee NYCHA (New York City Housing Authority) construction and renovation projects throughout the five boroughs. The ideal candidate will bring a strong understanding of NYCHA processes, public agency compliance, and multi-trade coordination. This role requires hands-on management from preconstruction through closeout, ensuring projects are delivered on time, within budget, and in full compliance with agency standards.
Lead all phases of NYCHA project delivery, including planning, scheduling, procurement, execution, and closeout.
Act as the primary point of contact with NYCHA representatives, architects, consultants, and subcontractors.
Ensure strict compliance with NYCHA, HPD, DOB, and other relevant public agency requirements.
Prepare and maintain detailed project schedules, submittal logs, RFIs, and change orders.
Conduct regular job site visits to monitor progress, enforce safety protocols, and verify quality of work.
Review and approve subcontractor billings, project budgets, and cost tracking reports.
Manage and oversee project teams, including assistant PMs, superintendents, and field staff.
Lead job meetings and issue progress reports to both internal and external stakeholders.
Coordinate DOB inspections and facilitate all required permits, sign-offs, and compliance documentation.
Mitigate project risks by proactively identifying issues and implementing corrective actions.
Ensure timely closeout of all project documentation including warranties, as-builts, and final invoicing.
Qualifications
5+ years of experience in construction project management, preferably with NYCHA, HPD, or other public agency work in NYC.
Proven ability to manage multi-million-dollar renovation or ground-up construction projects in occupied and unoccupied NYCHA housing.
Familiarity with NYCHA compliance documentation, Davis-Bacon wage reporting, certified payroll, and Section 3 requirements.
Bachelor's degree in Construction Management, Engineering, Architecture, or related field (or equivalent experience).
Strong communication, leadership, and negotiation skills.
Proficiency in construction management software (Procore, MS Project, Primavera, etc.).
OSHA 30 Certification required; additional safety certifications a plus.
Bilingual in English/Spanish preferred, but not required.
