Position: Firefighter-Paramedic Entry Level or Lateral
The City of St. Marys, Ohio, is currently looking to fill a vacancy for Firefighter-Paramedic. NTN testing must be completed and scores sent to the City of St. Marys by March 31, 2025. Scores submitted after the deadline will not be considered for this testing period. PHQ must also be completed by the deadline.


Qualified applicants must also submit a completed Civil Service Application and attach all associated documentation and submit to Sue Backs, City of St. Marys, 101 W. Spring Street, St. Marys, OH 45885 or via email by March 31, 2025. Civil Service Application can be found on our website.


Applicant must pass all individual tests, excluding any additional credits, as a prerequisite for further consideration for employment or appointment in the classification tested, and for certification to an eligible list. The following additional credit will be given to each applicant as it applies to that applicant's test if he or she passes all tests (without counting additional credit) as described above. An applicant may receive any combination of the following credits up to an aggregate maximum of twenty percent (20%) of the total grade given in the examination to any applicant who files for the extra credit and qualifies.


Any applicant for original appointment who is a resident of Ohio, who has completed service in the uniformed services as described in R.C. 124.23, who was honorably discharged or transferred to reserve duty with evidence of satisfactory service, and who otherwise meets the qualifications of that section, may file with the Commission a certificate of service or honorable discharge for extra credit for such service. The Commission shall grant additional credit of twenty percent (20%) of the total grade given in the examination to any applicant who files for the extra credit and qualifies, provided that he or she has first received a passing grade.


An applicant in good standing of a reserve component of the armed forces of the United States, including the Ohio National Guard, who successfully completes the initial entry-level training shall receive a credit of fifteen percent (15%) of the total grade given in the examination, provided the applicant files for such credit and qualifies and first receives a passing grade. An applicant will only be entitled to one (1) of the credits described in this paragraph and the preceding paragraph.


Any applicant for original appointment to the City Fire Department who possesses a firefighter certification, as granted by the State of Ohio Emergency Medical Services, may file with the Commission proof of such certification for extra credit. An applicant who has earned a Firefighter II certification will be entitled to credit in the amount of ten percent (10%). An applicant who has earned a Firefighter I certification will be entitled to credit in the amount of five percent (5%). An applicant will only be entitled to one (1) of the credits described in this paragraph.


Any applicant for original appointment to the City Fire Department, who possesses an EMT certification, as granted by the State of Ohio Emergency Medical Services, may file with the Commission proof of such certification for extra credit. An applicant with an EMT-Basic certification will be entitled to credit in the amount of five percent (5%). An applicant with an EMT-Intermediate certification will be entitled to credit in the amount of seven percent (7%). An applicant with an EMT-Paramedic certification will be entitled to credit in the amount of ten percent (10%). An applicant will only be entitled to one of the credits described in this paragraph.


Applicants eligible for veterans credit on original appointment examination shall receive a priority in ranking over non-veterans who obtain an identical grade.

Lateral Hire: Any applicant who is offered and accepts an original appointment with the City of St. Marys and meets the requirements of a Lateral Hire as defined herein, shall be eligible to have prior service credit for terms of employment with a fire department in a full-time Firefighter-Paramedic capacity for purposes of vacation accrual and placement on the wage scale.


Prior service credit for purposes of vacation accrual for successful applicants will be applied upon certification and will entitle the successful applicant to begin accruing vacation at the higher accrual rate as indicated in Article 26, Vacation, in the Collective Bargaining Agreement (CBA) between the parties. Additionally, the initial vacation the applicant would have received if those years of service occurred with the City of St. Marys, up to a maximum of five years, will be placed into the applicant's vacation balance upon documented receipt of prior service credit. Therefore, under this provision, no applicant (new hire) will receive more than 159 hours of vacation. Thereafter, the applicant (new hire) will accrue vacation as defined in the CBA.


Successful applicants shall be placed on the wage scale as defined in the Collective Bargaining Agreement between the parties, commensurate with their years of prior service credit upon documented receipt of such applicable prior service. However, no applicant shall be placed above step 4 of the wage scale upon employment. Until receipt of prior service credit, applicant shall be placed at step 1 of the wage scale.


Lateral Hire Requirements
a. Must be currently employed as a full-time Firefighter-Paramedic and have a minimum of one (1) consecutive year in a full-time Firefighter-Paramedic position, performing the duties of a Firefighter-Paramedic;
b. No disciplinary action in the past twelve (12) months that resulted in suspension or loss of pay;
c. Must posses State of Ohio Paramedic certification;
d. Ohio Firefighter II certification; and
e. Ohio driver license.


In order to receive such prior service credit, the successful applicant must provide documentation of such prior service from previous employer within thirty (30) days of accepting employment. Only service from a position that was held immediately prior to accepting employment with the City of St. Marys will be counted.

Salary Information: Firefighter-Paramedic $1203.20/week to $1327.58/week
Firefighter $1138.03/week to $1262.49/week

City Info: The City of St. Marys Fire Department provides fire suppression, emergency medical services, public education, and fire prevention to the City of St. Marys and Noble Township. Emergency medical services are also provided to the Village of New Knoxville, St. Marys Township, Washington Township, and Moulton Township. In 2024, the City of St. Marys Fire Department responded to 383 fire and non-EMS calls and 1,315 emergency medical service and rescue calls.




The department has 13 full-time employees, including the Fire Chief, three Captains, and nine Firefighters. All employees are required to become State of Ohio Certified Paramedics and Level II Firefighters. Employees are very active in fire safety inspections, educational programs, and fire prevention. Additionally, the department offers tours of the facility and speakers at events.

Disqualification Criteria:

The offenses listed below are criteria for which applicants may be disqualified. This list is not all inclusive as there may be other issues that may remove you from the eligibility list.
Any person who has been convicted of a felony, regardless of degree, shall be disqualified.
Any person who has been convicted of a 1st or 2nd degree misdemeanor within five (5) years of the date of application may be disqualified.
Any person who has been convicted for the sale of narcotics, marijuana, dangerous drugs or hallucinogens or any other controlled substance or an attempt, conspiracy, or solicitation to commit such a criminal act, may be disqualified.
Any person who is or has been a user of cocaine, hallucinogens, dangerous drugs, or controlled substances, or alcohol to excess, may be disqualified. The following shall not disqualify an applicant: use of marijuana more than one year prior to the date of application; use of another drug or substance more than 3 years prior to the date of application; use for which an applicant has successfully undergone treatment in an alcohol or substance abuse program acceptable to the City; or use in accordance with its prescription, if the employee can still perform the job safely. Those exceptions do not prevent disqualification for another reason, for example a disqualifying conviction, lack of a required job certification or qualification, a pattern of poor work habits/performance in prior employment, etc. All applicants for police, fire, and other safety sensitive positions are subject to drug testing.
Any person who has been convicted of a sex offense as defined in Chapter 2907 of the Ohio Revised Code, or an offense causing or threatening bodily harm as defined in Chapter 2903 of the Ohio Revised Code, or any attempt, conspiracy, or solicitation to commit such a criminal act, whether committed in Ohio or elsewhere, will be disqualified.
Any person who has been convicted in the last five (5) years of an OVI, reckless driving, or an offense that resulted in revocation or suspension of driving privileges, or are currently under revocation or suspension will be disqualified. No person may be eligible for appointment without a valid Ohio operator's license. Any person who is uninsurable with the City's insurance carrier will be disqualified.
Any person who has failed to obey or honor any judgments entered by a court of record for alimony or support payments, or have failed to pay any related fine imposed by a court of record, may be disqualified.
Any person who has been discharged from their previous employment for insubordination, misconduct, dishonesty, or a pattern of poor work habits, or who was removed from public employment for any good cause, may be disqualified.
Any person who has made false or misleading statements on the application or during the selection process, or has failed to include requested material or information, or intentionally omitted information, or who has cheated, attempted to cheat, or showed deception on any portion of the selection process, may be disqualified.
Any person who admits during the selection process to having committed a felony or a misdemeanor, may be disqualified to the same extent as if he or she had been convicted.
Theft of cash, goods, or services from an employer may be cause for disqualification.
Any person who has made an intentional false alarm or a false report to any police or fire agency may be disqualified.
Any person who has paid or accepted a bribe or favor to cover or hide any criminal offense, or acted in any manner to prevent discovery and/or apprehension of any criminal, or was involved in any plan or attempt to accomplish any of the above, shall be disqualified.

All candidates for Police Officer or Firefighter positions are subject to pre-hire drug testing. The Commission reserves the right to investigate an application to determine if an applicant is actually qualified to take an exam, remain on an eligible list, or be appointed. If, at any time after the creation of an eligible list, the Commission has reason to believe that any person whose name appears on any list is disqualified from appointment, such person shall be notified and given an opportunity to be heard. If such person shall fail to appear for hearing, or upon being heard, fail to satisfy the Commission, his or her name shall be removed from such eligible list.
